To be eligible for WISH Down Payment Assistance, homebuyers must:

- Have successfully completed a homebuyer counseling program.
- Be a first-time homebuyer, as defined by Federal Home Loan Bank (FHLBank) in its AHP Implementation Plan.
- Meet income eligibility guidelines, as published by the FHLBank at the time of enrollment in the WISH Program and be at or below 80% of the HUD Area Median Income (AMI).
- Contribute $1 for every $4 received, which may come from savings or gifted funds.

1WISH Program 2026 Disclosures The applicant must be a first-time homebuyer (as defined by the FHLB Affordable Housing Plan), enrolled in WISH Homeownership Program (participation does not guarantee funding), and have successfully completed a homebuyer counseling program. Funds are limited and must meet eligibility guidelines as predetermined by the program: including at or below 80% of the HUD Area Median Income [AMI] (based on current household location) and adjusted for household size at time of enrollment in WISH Program. Valid only for primary residence in Arizona. Must contribute to the home purchase through savings, gift funds, or sweat equity to obtain the matching grant. Contribution may also include Individual Development Accounts (IDA) and Family Self Sufficiency (FSS) program savings. Applicants must open escrow on a home purchase transaction within one year of enrollment in the WISH Program.
For 2026, $13 Million in WISH Grant Funds are available on a First Come, First Served Basis. Enrollment in the WISH Program does not guarantee the homebuyer receipt of program funds. Available grant funds may be depleted/allocated at any time and until the SF FHLB specifically acknowledges that funds have been assigned to the recipient, there is no assurance that funds will be available.
